Dr Pattanayak holds a PhD in Food Security from Gulbarga University, India. He is a Masters in Science (Hons.) in Biological Sciences from Birla Institute of Technology & Science (BITS), Pilani, India. He also holds a Diploma (CIAP) from Ecole Nationale d' administration (ENA) Paris, France and is specialized in Public Finance, and is certified in French Language from Cavilam, University of Clermont-Ferrand, Vichy, France.

Besides, he also has professional competencies in areas of management and administration, with recognitions from renowned international and national institutions, such as in Management of Environment and Natural Resources from IILM Institute, Administrative Law from National Law School of India, WTO & the New Trade Regime from Indian Institute of Foreign Trade (IIFT), Development Banking & Institutional Credit Course from National Institute of Bank Management (NIBM), Pune, India, General Management from Indian Institute of Management (IIM), Calcutta, India, Agriculture and Rural Development from Indian Institute of Management (IIM), Lucknow, Management Accounting and Re-structuring of India’s Economy from Indian Institute of Management (IIM), Bangalore.

Dr. Pattanayak to his credit has several publications covering discussions on pertinent issues, such as climate change, water resources and irrigation, and Sustainable Development Goals. Some of his key works include:

  • Book titled “Traditional Practices and Climate Change” 2014, as a co-authour, published by Lambert Academic Publishing. ISBN-978-3-659-20975-8
  • “Evaluation of vertical and horizontal influences and their impact on environment change policies in India: A case study of two sectors - Pollution Control and Watershed Management” – paper presented in the Berlin Conference on the Human dimensions of global environmental change held in 2002 at Potsdam, Germany.
  • “Possible enhanced conflict situations on account of climate change and water sharing: A case study of three states of India” 2004 Proceedings of International Workshop on Human Security and Climate Change organized by Centre for International Climate and Environmental Research, Oslo, 21-23 June 2005.

Apart from his mother tongue Odia, Dr Pattanayak is proficient in English, French and other Indian languages, such as Hindi, Kannada, and Bengali.
