Dr. Pattanayak is credited to have shaped the Indian perspective in international agriculture through engagement in governance of the three Rome based UN Food and Agriculture agencies viz., FAO, WFP & IFAD by way of membership and leadership of important governing bodies and by providing functional guidance while working as Minister (Agriculture). He was elected as President of the Executive Board of the World Food Programme (WFP) Rome for the year 2012. Other key positions held by him include Chairperson of Committee on Agriculture, FAO (2010-2012), and Chairperson of Evaluation Committee, IFAD (2011-2012). He also represented India in these UN agencies as Member of the Finance Committee, FAO (2009-2011 & 2011-2013), Member of the FAO Council (2011-2014), Member of Executive Board, WFP, Member of Executive Board, IFAD (2009 -2012), Member of the Working Group on Blend Terms, IFAD (2012), and Member of the Search Panel for the selection of Director, Independent Office of Evaluation, IFAD.
During his able leadership and association with the UN agencies, Dr. Pattanayak actively participated in formulation, implementation and oversight of policy and activities of FAO, WFP and IFAD. Further, he led and coordinated efforts of diverse teams from these organizations in different capacities as Head of delegation of Evaluation Committee, IFAD.
Besides his associations with UN based agencies, Dr. Pattanayak has a longstanding relation with other multilateral institutions, such as the World Bank, the Japan Bank for International Cooperation (JBIC), the Swiss Development Corporation, KFW Germany, Department for International Development (DFID) UK, the International Rice Research Institute (IRRI) Philippines, and the Consortium of International Agricultural Research Centers (CGIAR).
